The City Planning and Development Office, in partnership with the United Nations Development Programme, conducted the Mapping and Gap Analysis Workshop on April 2-3, 2012 at Elena Tower Inn, Tibanga, Iligan City.
The Mapping and Gap Analysis Workshop is the first step in the implementation of the Strategic Early Recovery Action Planning (SERAP). The workshop aims to determine the early recovery needs and challenges through analysis of the response of every sector/cluster from the start of the disaster up to the present, identify the gaps that exist between the time which needs to be addressed in the early recovery phase and define or develop strategies that need to be in place or adopted.
The participants to the workshop were city councilors, barangay officials, representatives from the regional offices (region 10) of the Department of Social Welfare and Development, National Housing Authority, Department of Education, Department of Labor and Employment, Department of Health and Department of Public Works and Highways; representatives from international humanitarian agencies - UN Habitat, IOM, UNHCR, UNICEF, CFSI, WFP, Save the Children, WHO, ACF, UNDP, UNFPA, UNOCHA; Office of the Civil Defense, representatives of the internally displaced persons (IDPs).
During the workshop, the participants were grouped according to sectors - Housing, Education, Water & Sanitation, Agriculture & Food Security, Health and Nutrition, Non-Farm Livelihood, Community Physical Infrastructure, Protection, and Environment; and cross-cutting themes - Gender, Governance, Disaster Risk Reduction and Coordination.
The guiding questions that the participants need to answer were the following :
- What are the early recovery needs covered identified by your sector/committee?
- What are the total caseloads for these needs?
- What and how much has been the response up to present?
- What are the gaps?
- What are the challenges?
The output of the workshop will be the main input in the formulation of the Strategic Early Recovery Action Plan.
