HISTORICAL BACKGROUND

GIS was started in late part of 1995 together with the formulation of the Comprehensive Master Development Plan (CMDP).   The System was introduced by Geodata Systems Technology Inc. through the conduct of series of trainings to selected personnel of the City Government.  In early 1996, the System was then established at City Planning and Development Office (CPDO) through the procurement of computers and other equipments, and the software provided by Geodata through the CMDP project, needed for the generation of spatial data.  

Seeing the value of the GIS technology, Archt. Gil  R. Balondo, Department Head of the City Planning and Development Office, formed the core of the GIS staff by creating a section under the Research, Evaluation and Statistics Division of CPDO filling in four new information technology positions. 

In 1996, the Philippine Regional Municipal Development Project (PRMDP) in cooperation with the Department of the Interior and Local Government (DILG) made Iligan City one of its pilot city as grantee of the Australian Agency for International Development (AusAID).   GIS facilities were then enhanced with the provision of new hardware and software by PRMDP-AusAID and further training of key personnel.  The system was not only established in CPDO but also to other departments involved in GIS application, namely: City Engineer’s Office (data generation of roads, drainage and other infrastructures), City Assessor’s Office (data generation of land parcels and building footprints) and City Waterworks System Office (data generation of pipelines, water sources).  Each office was provided with the software and hardware needed to start GIS as well as training of key personnel in each office. 

Currently, the Geographic Information System is now under the Planning Information and Knowledge Management Division.

A highly developed land information system that supports planning and provide informed decision-making for the sustainable development of Iligan City.

  2. Be able to provide reliable, consistent and timely information as basis for planning and responsive decision making.
  3. Assist in the effective management of the Real Property of the City Government
  4. Be able to enhance the revenue generating capacity of the City
  5. Be able to aid decision makers in planning for the implementation of  poverty reduction program
  6. Be able to aid decision makers in analysis and planning for economic development
  7. Establish policy and guidelines on product distribution and services for effective cost recovery
  8. Have trained staff capable of optimizing the capability of GIS technology
  9. Be able to customize application for zoning administration and development control
  10. Have established standards for data capture, storage and output
  11. Be able to promote the GIS and its products and services to the general public, government institutions and investors through all kinds of media including the web
  12. Have a comprehensive knowledge base to support a wide range of government functions in terms of spatial analysis, assessment and taxation system
