EARLY RECOVERY encompasses the restoration of basic services, livelihoods, shelter, governance, security and rule of law, environment and social dimensions, including the reintegration of displaced populations. It is guided by development principles that seek to build on humanitarian programmes and to catalyse sustainable development opportunities. The STRATEGIC EARLY RECOVERY ACTION PLAN or SERAP seeks to meet critical early needs of the most vulnerable of the affected population which may potentially remain after the emergency phase is over to enable them to return to certain level of normalcy,
restore livelihoods and begin to rebuild their lives from the devastation caused by the Tropical Storm Sendong disaster. The SERAP covers eight (8) key sectors, namely : 1) Housing 2) Education 3) Health and Nutrition 4) Non-Farm Livelihoods 5) Water and Sanitation 6) Agriculture and Food Security 7) Community Physical Infrastructure and 8) Governance; and addresses four (4) cross-cutting themes : 1) Protection 2) Gender 3) Environment and 4) Disaster Risk Reduction.
Phases of the SERAP Process
1. Mapping and Gaps Analysis Workshop
Objectives :
1.1 Determine the early recovery needs and challenges through analysis of the response to date by sector/ cluster
1.2 Identify the gaps that exist which need to be addressed in the early recovery phase
1.3 Define/ develop strategies that need to be in place or adopted to ensure that the critical gaps identified will be addressed in the early recovery phase
1.4 Develop a Strategic Early Recovery Action Plan for Iligan City
2. Writing and Packaging of the SERAP
Objective: Consolidate the workshop output and package (write) the SERAP
3. Review of the SERAP First Draft by Selected Key Stakeholders
Objective : Validate the content and substance of the document and suggest revisions as needed.
4. Presentation and Submission of the SERAP to the Iligan City Disaster Risk Reduction and Management Council (ICDRRMC) for endorsement to the Sangguniang Panlungsod (SP).
Objective : Facilitate formal submission of the SERAP to the ICDRRMC and obtain endorsement of the document to SP.
5. SP Adoption of the SERAP
Objective : Generate policy-level support for the SERAP through a formal SP adoption of the plan.
6. Resource Mobilization, Implementation and Monitoring
Objectives :
6.1 Undertake intensive resource mobilization activities (i.e. public launching of the SERP, project proposal preparations, donors' forum, liaison and networking, including getting allocations from LDRRMF/QRF) to generate required resources to fund the Early Recovery priorities and gaps identified in the SERAP.
6.2 When and where resources become available, for concerned unit/ offices of the LGUs, RLAs in partnership with UN agencies, INGOs and NGOs and communities to implement the key priorities identified in the SERAP
7. SERAP Evaluation
Objective : Undertake a post-SERAP evaluation and lessons-learned workshop.
