About CPDO

City Planning and Development Office (CPDO) started in 1974 as City Development Staff (CDS), a division in the City Mayor’s Office.  There were about 10 personnel headed by Archt. Virgilio Ybañez.

In 1985, a reorganization in the city government with the leadership of Mayor Pacificador Lluch created CPDO as a department absorbing all the 10 personnel in CDS. Then more positions were added to the plantilla absorbing personnel in other departments that would fit the function of the positions. 

FUNCTION OF CPDO PER LOCAL GOVERNMENT CODE
  1. Formulate integrated economic, social, physical and  other development plans and policies for consideration of the local government development council;
  2. Conduct continuing studies, researches, and training programs necessary to evolve plans and programs for implementation;
  3. Integrate and coordinate all sectoral plans and studies undertaken by the different functional groups or agencies;
  4. Monitor and evaluate the implementation of the   different development programs, project, and activities  in the local government unit concerned in accordance with the approved development plan;
  5. Prepare comprehensive plans and other development  planning documents for the consideration of the local  development council;
  6. Analyze the income and expenditure patterns, and formulate and recommend fiscal plans and policies for  consideration of the finance committee of the local   government unit concerned as provided under Title Five, Book II of the Local  Government Code;
  7. Promote people participation in development planning within the local government unit concerned;
  8. Exercise supervision and control over the secretariat of the local development council;  and
  9. Exercise such other powers and perform such other functions and duties as may be prescribed by law or  ordinances.

DEVELOPMENT THRUSTS

1.  Sustain industrialization through the development of non-pollutive light and medium industries and its support facilities, and establishing Iligan as a technology hub.


2.  Enhance agricultural development by increasing production of high value crops, promoting fruit-based Agro-Forestry and establishing support facilities.

3.  Advance tourism promotions and development, highlighting the environmental and cultural characteristics that make the place uniquely Iligan.

4.  Set off programs and projects leading to the development of Iligan into a Metropolitan City:
    • Promotion of Iligan as the Gateway to North-Central Mindanao
    • Promotion of Service Economy
    • Development of Iligan as Logistics Hub
    • Improvement of infrastructure and logistics support
5.  Improve general social services on education, health and housing, and develop anti-poverty programs and disaster preparedness.

6.  Improve urban form and design through urban renewal development of the central business district, expansion of commercial areas, and development of new parks including riverfront parks.

PREFERRED SPATIAL DEVELOPMENT STRATEGIES
  1. The city will adopt a central-nodal type of urban development by decongesting the Central Business District thru the creation of two new urban centers in the north-central and south-central portions of the city.
  2. New urban centers and other growth areas shall be interconnected by radial and circumferential road system.
  3. Promote rural economy and decentralize agri-business physical access to agricultural areas of the hinterlands. A network of farm-to-market roads will be connected to the proposed “agriculture highway” which serves as the backbone of the hinterland road network
CPDO acts as secretariat to the following :

  3. Iligan City Statistical Coordinating Council (ICSCC)
  4. Iligan Information and Communications Technology Council (IICTC) together with Department of Trade and Industry (DTI)
