This is formerly called Annual Accomplishment Report in
which the Local Government Unit (LGU) is mandated to submit to the Department of
the Interior and Local Government (DILG) in March of every year.
The contents of the State of the Local Governance Report
(SLGR) is based on the Local Governance Performance Management System (LGPMS), a
web-based system developed by the DILG - Bureau of Local Government Supervision, and implemented in 2006. It serves as a robust on-line national information system on
local governments. It is a self-assessment, management and development
tool that enables local governments – provinces, cities and
municipalities – to determine their capabilities and limitations in the
delivery of essential public services. It is a web-based system that has
the ability to produce information on the state of local governance
performance, and the state of local development, using governance and
development indicators.
As a self-assessment tool, LGPMS has the ability to assess performance and state of the development of an LGU using sets of indicators. A benchmark and scaling system are used to measure performance and state of development. An External Benchmark is utilized to compare and appraise local government performance and state of development based on standards, national average or targets. An Internal Benchmark is used to evaluate current year performance as compared to performance in previous years.
The State o the Local Governance Report is divided into three (3) parts :
